Outsourcing knows no bounds nowadays. What if the employees at your company are always whining and you just don't have the time or the resources to handle the load as unfortunately or fortunately most of the complaints are generally trivial. Well certain companies feel that having to sort through hordes of complaints from annoyed employees may be better managed by a third party. This third party will take calls from those who have complaints or concerns, sift through the obviously bogus ones, and forward them to someone at the company who would handle the problem.

So if you discover your CEO is involved in a huge scam you can pick up the phone and leave your complaint with an agent who will pass it on to a person at your company who will respond to it. This way the caller can remain anonymous and there is no chance of discrimination against him/her. This is one of the biggest fears people would have in coming forward about a complaint.

Internal hotlines do not protect the anonymity of the callers and with increasing pressure from federal regulations in the States for companies to have proper procedures in place to counter instances of fraud and accounting abuses, many are deciding to outsource this "complaint management" to a third party.
